the thing is, i am afraid, that the solution you suggest would be in some places, impossible. as it happens, i am not sure it is worth their while extending their dinky new station at beckenham (yes, i am not a big fan of the project) so much, since they will find to their cost that the travel benefits for the silver line are small, and there is not much scope for large increases in patronage anyway.

they are not a credible solution for the silver line, because the travel patterns are different. at least in the semi-rural stretches of the eden valley where they want to build, there are not that many travellers anyway.

actually, the next money would come from the school timetable, which needs a major upgrade (with the corresponding cut in hours, as it would be at the weekend) to cope with the big growth in pe kids, probably as i have suggested in the past. (i said that in a blog post, but i thought that might be old news to you, given that it took a year to appear on the site. indeed, it did, and all your readers probably have your paper of record, the athenaeum or the daily telegraph or the independent or the guardian or, er, tls, or the telegraph or.., instead of you, or me).

the london suburban train franchise is a tricky one for tfl. it has to deal with the possibility that the trains arent being run to capacity, by a franchised operator. thats why the original contracts were actually awarded over 25 years.

1) i’ve read every single word of this comment thread and spoken to a number of rail industry professionals and experts. i’ve also taken into consideration the decades of improvements made to the ‘franchise’. the franchise tfl have now inherited will still run the southern suburban network, which is significantly improved compared to when the previous franchise, london ‘overground’, ran it (and it was not ‘improved’ in any way). london and southern’s improving public transport system is down to the concerted efforts of every other government department. if they decide to invest in the southern metro system, it will be because they’ve decided that they want to subsidise the improved suburban network for the benefit of the general public. i think there is no realistic chance of a rail industry takeover, but we’ll see.

The problem with the Chatham Lines, as with the Windsors and the Welwyn route, is that capacity was increased in the Victorian era not by quadrupling but by building a loop (Catford, Hounslow, Hertford), and both the main and the loop routes now have to support local services Gordian, which limits the number of fast services which can be run in between them. Turning London Orange suggested solving the Gordian knot with a Battersea Pier-Penge tunnel to take the fast trains out the equation altogether. Solves several problems (notably Herne Hill) but the Megaproject money would have several other competing candidates with better BCRs (not least Barnes-Twickenham or a Mimram diveunder!) Short of a Keynesian new Works programme, I cant see it happening.
But in principle I agree with you. The real problem with the Thameslink network is that it does not correspond well to its role. It has no local services which make sense out of west of London and is used more as a coastal feeder network from what is effectively a discrete area. The fact there are so many more routes compared to the South London network just makes it worse. It is sub-standard BCR, just like the Thameslink one is.
Having a separate South London network would also be a reasonable compromise. Perhaps the Thameslink budget needs to be cut down to the network which is right for the network. That would mean that from Ashford to Kentish Town, but not north of there.
I don’t think these were about the South London line and I’m fairly certain they were just about extra routes for Southern on existing stock. That being said, I still think it would be better if we saw the London Overground routes (or those routes once they were allowed to use them) split into the various possible lines and perhaps let TfL run the routes as it is busy running now. I can’t see why we would need more routes (we’ve got GTR) or should we just be able to buy an Southeastern First on off-peak routes.
