Python Fractions error

So I was trying to solve a problem where I had to convert a string of a known length into a fraction. The following code is how I tried to do this:

But every time I run it, I keep getting “0.0”.
I think the problem has something to do with the division going wrong, but I can’t figure out why. What is going on here?
