i finally found the answer. i have to download from dll-files.com. i have been searching for a while but was not able to find a direct answer. thanks again for the help and i hope this will fix my problems.
we have an auto-installer here: . it will install the latest direct x and d3dx9_45.dll for you. it will also install all the missing system files that are needed for it to work. you may have to restart your computer after it is done installing.
i have a new pc and i am having the same problem with the same error code. i read a lot of posts and the problem is people who have the same problem as me. they say to download and install the windows 10 kb3035583 from the microsoft website. this did not work. i have tried it several times. i thought i read that you could not install it on windows 10.

(in fact, the installer will clean up the old files, if they are there. you should not need to download the previous versions.
