Do you have this software in your winblows machine?
Download the.exe of the software which is compatible with your winblows version and then use GhostScript to convert the pdf file into dxf.
Why use Ghostscript :
Ghostscript is the GPL version of the EPSON PS-draw which is ported on several platforms including windows.
To use Ghostscript you need to have Ghostscript installed on your machine and you need to have a working copy of Autocad.
You need to be able to find Ghostscript in Windows so you have installed it.
What can you do with Ghostscript :
The ps2pdf command converts pdf files to postscript files, that you can then convert to eps format with ghostscript.
If you just wish to convert a pdf file to an eps format it is also possible using ghostscript:

VectPDF allows you to insert PDF files into AutoCAD drawings. The PDF file is converted into a DXF file and placed into the AutoCAD drawing. You can choose any AutoCAD Layer in which the PDF file should be inserted.

VectPDF Setup
The VectPDF Setup program works similar to a standard AutoCAD setup program.
VectPDF Setup requires the AutoCAD API and the AutoCAD Plugin. With the AutoCAD API you can open your AutoCAD drawings. A list of all AutoCAD Layers can be sorted by name and can be accessed by clicking on a tile. The License Terms of the AutoCAD Plugin can be accepted. If the AutoCAD Plugin is not installed, VectPDF Setup will download and install the AutoCAD Plugin.
