Don’t confuse a layer with an image. You can place different images on a single layer. If you click to place an image in a new layer, it appears at the same position on the layer the image is currently on.
You can have a single layer that has three images layered over each other. You can move one image down or to the side, and all three images move with it. If you want to move one image out of the way, simply drag it to the edge of the layer. The image moves aside, and you get a moment to see the image in its new position. Figure 1-4 shows how to layer different images in a layer.

You may think that when a layer is active, that is all that it has access to. Not so! Try selecting a whole layer and it appears in the tools palette. Figure 1-5 shows an example of this.
