abstract. this paper sets out an account of international organization that explores the significance of the international system for the politics, processes and practices of global governance. progress in global governance has been discussed primarily in terms of an international system dominated by large states with formal power relations. more recently a debate has focused on a strategy of the world’s most powerful states to establish a new international organization which will become the central strategic power in global governance. this paper argues that the relevance of the international system for the governance of international relations is not simply a matter of power relations: the international system is a key part of global governance. this argument is based on a consideration of the history of international organizations, the present configuration of the international system, and the future of the international order. specifically, the paper examines the significance of the international organization as a means of influencing both international and intra-system politics, processes and practices. it argues that it is better to think of the international system as a form of governance, rather than as a hegemonic system of power relations.
